You pet your cat on his back and he raises his butt. Why does he do this? This is sometimes called “elevator butt.” You push the right button and up goes the butt. Kittens raise this tail and back end for their mothers to inspect and clean them. This stimulation which began early in life is  both functional and pleasurable. So don’t worry about your cat “mooning” you, he’s just telling you that you are worthy of  scratching this sensitive area on him and that it actually feels very good to him.
